      I propose using the Absolute Value of Water. It appears the UN has agreed to this value in its Declaration of the Human Right to Water and Sanitation 64/292.
      It can be Accounted using the Absolute Value where the cost to produce water x+y where x and y are all overhead costs and labor costs produce water x+y=w. W currently being a negative number collected through User Fees and Tax Revenues. The equation can be x+y=|w| where w is inverted to a positive integer or in this case a positive cash flow.
      It, however; can only be realized through a Monetary Exchange Standard because the equation creates money in a 1:1 ratio unit of water to unit of money. By Sovereign Authority only governments can authorize the creation of money.
      This model would establish a stable definable value of currency for the Global Community, provide every Nation to maintain the stability of its Currency based on the management of its water and sanitation infrastructure, enable the re-direction of Tax revenues from water and sanitation to other infrastructure demands and would lower the Cost of Living and financial demands on the Household Income.
